Many activated sludge wastewater treatment control strategies have been proposed in the literature; however, the literature does not provide a clear basis for comparison of these strategies because of the many confounding influences that have an impact on the system. Complicating the evaluation is the lack of standard evaluation criteria. Simulations provide a cost-effective means for the evaluation of control strategies, but each control strategy must be simulated under the same conditions to ensure unbiased comparisons. To this end, a standardised simulation protocol - a 'simulation benchmark' - was developed. The COST simulation benchmark described in this publication is a fully defined simulation protocol and was developed as a tool for evaluating activated sludge wastewater treatment control strategies. In this instance, the COST simulation benchmark is a comprehensive description of a standardised simulation and evaluation procedure including plant layout, simulation models and model parameters, a detailed description of disturbances to be applied during testing and evaluation criteria for testing the relative effectiveness of simulated strategies. The purpose of this publication is to provide a description of the COST simulation benchmark as currently defined and provide specific information about implementing the benchmark into various simulation software packages
