The aim of this degree essay is to reach an understanding of how both non-governmental and governmental organizations construct a social problem. This is a socialconstructive study with an empirical method of interviews with vignette elements. I have focused this study on how the social service, Diakonicentralen Ugglan (a parish in the Swedish Church) and the non-governmental organization (NGO) Hjälp Tiggare i Lund (Help Beggers in Lund) define the needs, their work and the group of migrant beggers in Lund, Sweden. Through my questions I explore a connection between how the organizations have worked in the past influence how they define this topical group and their needs. An other conclusion in the study from analyzing how the organizations define the group is that there is a difference between the NGO and the social service in creating sympathy for the group. This might be due to the organizations struggle for acknowledgement of their part in the welfare state. With the theories of Claims-Making by Loseke and how to construct a social problem by Meeuwisse and Swärd I believe that an understanding of the difficulties of defining a topical social problem is found in the claims makers different background and aim.
