The Church has been a dominant actor in the history of care and social support, but it met several restrictions during the 20th Century. The Church of Sweden now has,since the separation from the state A.D. 2000, the possibility to act as a "welfare entrepreneur". But the willingness to do so seems limited. Even if innovative examples are seen the parishes hesitate for organisational and ideological reasons. Competence in the parishes for organising services on a market is low. City missions and diaconal institutions have more capacity, but are loosely coupled with the Church. The idea of delivering services to a target group of costumers is also strange in a majority Church with a Lutheran heritage. A network actor role in the logic of civil society could be more relevant. A theology for the new era of Welfare pluralism is required.
