Delays and cost overruns are frequent problems in the construction industries of both developed and developing countries. Studies aimed at identifying the causes are often undertaken with just a broad appreciation of the construction process and frequently do not deal with multicultural issues when considering the reasons for overruns. The paper critically reviews existing attempts to uncover the cause of changes in specification that can impact on cost and time, leading to overruns in both. Existing methods are evaluated from a multicultural perspective and are found to be deficient in a number of respects. The research suggests an alternative way forward in order to advance understanding of a multicultural approach. The proposal is to adopt cognitive mapping in order to establish a common theory that would help to describe the different impacts that changes in specification have in industrialized and developing countries.
